Empowering Employment with Return and Earn:

Benefits for Employers and New Employees:

  • Qualified employers enjoy a six-month wage subsidy.
  • Unemployed workers reentering the workforce and undergoing job training receive a $500 incentive in their initial paycheck.

Utilizing On-the-Job Training Infrastructure:

  • Return and Earn leverages New Jersey’s existing On-the-Job Training structure.
  • Offers wage reimbursement support to employers hiring eligible applicants with identified skills gaps.

Reimbursement Details:

  • Employers receive 50% reimbursement for wages during the employer-provided training period, up to six months.
  • Cap of $20,000 per Return and Earn employee.
  • Total subsidy across all employees limited to $200,000.

Funding Sources:

  • $500 Return and Earn incentive and On-the-Job Training subsidy funded by $10 million in American Rescue Plan Act (ARPA) funds.
  • Additional supportive services funded by Workforce Innovation and Opportunity Act (WIOA) funds.

Process and Eligibility Criteria:

  • NJDOL collaborates with employers to identify potential candidates.
  • Employers offer substantive On-the-Job Training resulting in skill badges or industry-recognized credentials.
  • Eligible applicants include private and not-for-profit employers with up to 100 full-time employees.
  • Candidates must be New Jersey residents working full-time (minimum 32 hours per week).
  • Seasonal, part-time, commission-based, or 1099 positions are ineligible.
  • Many workers may qualify for additional supportive services such as childcare and transportation reimbursement.
